Installing smart meters is an inevitable necessity considering the amount of water used to grow basic crops.

Note 8 of the 1402 budget bill is related to "water, agriculture and environment", under which the installation of smart meters is mentioned and it is stated:

A- The note under paragraph (b) of article (35) of the Law of the Sixth Program of Economic, Social and Cultural Development of the Islamic Republic of Iran is implemented with its amendments in 1402, and the government is allowed to spend 130,601,2000 as part of the government's grants for the projects under the program. . The remaining share is accepted as a share of the operators in cash or providing workers and providing materials or the operation of road construction and vehicles or land clearing or installing smart counters (meters) on the wells with exploitation license.

In section "B" it is stated:

In the implementation of clause (b) of article (23) of the law on fair distribution of drinking water dated 16/12/1361 with subsequent amendments and additions and for the preservation and maintenance of the country's aquifers, the regional water companies of the provinces and the water and electricity organization of Khuzestan are obliged to install counters According to the economic and climatic conditions of different regions of the country, the wells will be allocated from agricultural water consumers for authorized wells without smart counters based on two (2) times the capacity of their exploitation license and for authorized wells with counters based on the authorized withdrawal. From them, he should receive three hundred (300) Rials for each cubic meter of water taken from the aquifers and deposit it to the income row 160112 of table number (5) of this law with the treasury of the whole country. The equivalent of the deposit amount will be paid after the exchange of the agreement from the relevant row under the heading 530,000 of table number (9) of this law for balancing programs, watershed management and implementation of water productivity increase plans.

About unauthorized wells:

Regarding unauthorized wells according to Clause (e) of Article 45 of the Law on Fair Distribution of Water relative to the beneficiaries of these wells, actions and fines related to the amount of water withdrawal until the well is blocked in case of cultivation of the country's basic agricultural and strategic products per meter cube, a maximum amount of three thousand (3,000) Rials, otherwise, for each cubic meter of water, a maximum amount of six thousand Rials in proportion to the drop in the water table and the deficit volume of the water table, which is determined according to the instructions issued by the Ministry of Energy, will be received and assigned to the income line number 160112 Table number (5) of this law is deposited with the general treasury to be used for balancing programs, watershed management and implementation of water productivity increase plans.

The regional water companies of the provinces and the Khuzestan water and electricity organization are obliged to take action from their internal resources and using the credits of balancing and artificial nutrition projects in the form of managed funds to cover the costs of purchasing and installing volume and intelligent agricultural water meters, and the principle To receive the amount of the facility paid without any interest in installments with a schedule approved by the Ministry of Energy from the farmers who own these wells. 100% of the collected installments for the implementation of restoration and balancing projects of underground water resources will be provided to regional water companies of the provinces and Khuzestan Water and Electricity Organization.
